Flotilla 2-2
Dues & Incentive Policy & Program
(Effective FY 2015)
(Revised:  October
2015)

Purpose:
To establish an annual dues program for members of USCG Auxiliary Flotilla 2-2 toencourage
greater participation in regular Flotilla activities, meetings and authorized
missions of the USCG Auxiliary, with the objective of increasing the Flotilla’s
overall administrative and operational support of the U.S. Coast Guard.
This program will be effect each
fiscal year from October 1st to September 30th
with final participation and dues-reduction calculations occurring during the
month of October each year. Approved June 19, 2013, this Dues Policy is
effective and enforced as October 1, 2013.    

Dues Program Goals:
The primary goal of Flotilla
2-2’s Dues & Incentive Policy & Program is to encourage all Flotilla
members to maintain their base dues in each fiscal year while increasing the
Flotilla’s value as a force-multiplier asset to the Coast Guard, by:
a)encouraging
all Flotilla members to participate in more Auxiliary program and training
activities and authorized missions
b)encouraging
all Flotilla members to regularly attend monthly Flotilla meetings so the
Flotilla always has a quorum at each regular monthly meeting to facilitate the
conduct of its business
c)encouraging
all Flotilla members to contribute additional time and effort to:
·increasing
mission  and activity capability to
extend our support for the mission of the USCG
·increasing
the Flotilla’s focus on recreational boating safety through Public Education
and other boating-community focused activities
·increasing
member recruitment and revenue-generating opportunities to advance the mission
of the Flotilla
Base Dues Structure*:Each member of Flotilla is
required to pay$61.00
in each fiscal year, broken down as follows:
·National:                                 $24.00**
·District:                                       $ 9.00  
·Division:                                      $6.00**
·Flotilla:                                      $12.00
·Flotilla
Boat Fund                   $10.00

{*Note:  National, District and Division dues may
change from time-to-time and are mandated to the Flotilla.  The Flotilla members only vote on Flotilla
dues and the Flotilla “boat fund”.
** NOTE:In 2016, National
dues rises to $24.00 per year; division dues rises to $6.00 per year; total
dues rises to $61.00 per year.}
“Incentive Dues” Structure:Each fiscal year, in addition tothebase dues amount shown above,
each member of Flotilla 2-2 will be charged AN ADDITIONAL$55.00***.
Flotilla 2-2’s members can
reduce or fully eliminate this additional dues by earning activity, meeting or
mission “dues credits” during the fiscal year.
Each hour of Flotilla, (or division, district or national) activity,
meeting or mission that a member contributes, reduces the extra dues by a ratio
of 1 hour = $1 dollar.
Thus, if a Flotilla 2-2 member
contributes at least 55 hours during the fiscal year, he/she will pay only the
regular base dues that are assessed for that fiscal year.
If a Flotilla 2-2 member earns
some but not all 55 “dues credits” in any fiscal year, the additional $55.00
dues will be reduced only by the number of actual “dues credits” earned on a pro-rated
basis for that fiscal year.  (For example, if a  member contributes 30 hours of meeting,
activity or mission time, the amount of dues he/she will pay for the next
fiscal year will be:  $61.00 base dues +
$25.00 additional dues ($55 - $30) = 86.00 total dues.)
{***Note: The additional $55.00, or any portion thereof, which
is assessed and collected from members, will be placed in a separate account
line item in the Annual Flotilla Budget that fiscal year.}
Flotilla Member Goal
It should be the goal of every
member of Flotilla 2-2 to attend a sufficient number of Auxiliary meetings and
engage in sufficient Auxiliary missions and/or activities to earn at least 55
“dues credits” in each fiscal yearto ensure that he/she only pays the base annual dues
and avoids the $55.00 extra dues.
{Note:  Any member who
believes the nature of their activity is beyond the scope of what is defined
herein, whether at the Flotilla, Division, District or National level,  he/she should contact the FC and VFC with a written explanation.}  
Incentive “Dues Credits”
The additional $55.00 dues can
be reduced by earning “dues credits” from the following three (3) categories of
Flotilla participation in each fiscal year:
Category  A –
Meetings (members earn 2 “dues credits”
for each Flotilla meeting and 2 additional credits for attending the annual
Flotilla Change of Watch dinner;  a total of 26 maximum “credits” can be earned
in this category)
Category B – Missions/On-Water Patrols (members earn 1 “dues credit” for each patrol-hour
completed)
Category C - Other Activities such as: VEs, PVs, teaching, marine safety events,
Public Affairs events, etc. (based on Forms 7029, 7030, 7038, 7039 and 7046
hours with 1 “dues credit” earned for each hour of activity)
SECTION 1:  ELIGIBILITY
1. Any Flotilla member who holds any of the following Auxiliary
Status and who normally pays dues, is subject to the new Dues & Incentive
Policy & Program:  AP, IQ, BQ, and AX.
2. Any Flotilla 2-2 member who transferred into Flotilla 2-2
from another Flotilla during any time of the year and paid dues to their
previous Flotilla during the year they transferred will not be required to
participate in the Dues/Incentive Program until the following fiscal year in
which they pay their dues to Flotilla 2-2.
3. Any Flotilla 2-2 member who
transfers out of Flotilla 2-2 will not be eligible and will receive no refunds of
dues paid as per the Standing Rules, reference Refund of Flotilla Dues.
4. New Flotilla 2-2 members are required to pro-rated dues
for the fiscal year in which they joined Flotilla 2-2.  New members’ dues for the fiscal year
following the year in which they joined will be pro-rated based on the new
member dues formula explained in Section 3, Paragraph 5 of this document.
5. The Flotilla’s new Dues &
Incentive Policy & Program does not apply to retired Flotilla 2-2 members since they are already exempt from
paying dues.
SECTION 2:  ACTIVITY CATEGORIES/”DUES CREDITS” SYSTEM
Category A – Meetings
1. A Flotilla 2-2 member who meets the eligibility criteria
in Section 1 and who attends a Flotilla meeting will earn two (2) “dues
credits” per meeting with a maximum of twenty four (24) dues credits.  Meeting credits will be calculated on a fiscal
year basis consistent with other activity categories.  Attendance at the Flotilla Change of Watch
event will earn a bonus of 2 additional dues ”credits” for the fiscal year in
which the COW event takes place.
2. A Flotilla 2-2 member who is actively participating in
another official Auxiliary or Coast Guard function at the time of the Flotilla
meeting will earn two (2) meeting “credits”, as if they had attended a monthly
Flotilla meeting, to a maximum of 24 credits.
3. A Flotilla 2-2 member who is under a medical doctor’s care
and cannot make a monthly Flotilla meeting will earn two (2) meeting “credits”
for that meeting.  However, it is the
responsibility of the member to report the absence, in advance if
possible, in writing, to the FC and VFC
in order to receive the “dues credits”.
4. A Flotilla 2-2 member who is
on active military duty will receive two (2) meeting “credits” for every month
the member is on active duty which causes him/her to miss the regular monthly
Flotilla meeting. Active duty may also completely exempt the member from the
extra dues during the fiscal year that they are actively serving.
5. A Flotilla 2-2 member who is
afull-time or part-time eveningstudent may receive two (2)
meeting “credits” during the time the member is at school / college for the
missed meeting, provided they submit proof of student status and class schedule
to the FC andVFC prior to each semester of school. A student will not receive any
“dues credits” for missed meetings during the time they are home from school,
i.e., semester or summer break.
6.  A Flotilla 2-2 member who cannot attend a
monthly meeting due to regular or emergency work commitments or requirements
(e.g. member regularly teaches college classes or works evening or night shifts
at his/her job) will earn two (2) meeting “credits” per meeting as if they had
attended a Flotilla meeting to a maximum of 24 “credits”.  It will be the responsibility of that member
to advise the FC and VFC, in
writing, of their work-related absences.
7. A Flotilla 2-2 member can confidentially
request a financial or other hardship exemption from paying the additional dues
by contacting the FC and VFC in
writing in advance of the due date for dues payment
{Note: The copy of the
attendance sign-in sheet for each Flotilla meeting shall be forwarded to the
FSO-IS by the FSO-SR or the VFC; this shall be the final document to determine
if a member receives appropriate monthly meeting “dues credits”.}
Category B – Missions/On-Water Patrols

1. A Flotilla 2-2 member will earn one “dues credit” for each
hour of on-water patrol activity.  
2. All Flotilla 2-2 members
shall submit their missions in a timely fashion to the FSO-IS in order to receive their earned dues “credits”. AUXDATA will be used to determine if a
member receives credit.  N

3. Any member of Flotilla 2-2 who is on active duty military will
receive two (2) dues “credits” for every month he/she is on active duty and cannot
log any mission hours.
Category C – Other Activities
A Flotilla 2-2
member who, by special circumstances (i.e., location, travel, employment,
unique skills, or other related USCG assignments), is not able to regularly
attend Flotilla meetings or participate in on-water patrols, may, as an alternative
to Categories A and B, satisfy his/her “dues “credit” requirements by
completing at least 55 activity hours during the fiscal year reportable on Forms 7029, 7030, 7038, 7039, and 7046.These
are to be submitted / recorded in AUXDATA on or before September 30th
of each year.
Alternative
“dues credits” can be earned from such activities as (not all-inclusive):
·Conducting
VE or PV activities
·Conducting
a Boating Safety Class
·Providing
support at various public affairs missions, such as: Ocean Fun Day; CG Station
Open House; Heroes on the Water, Marine Safety event,  etc
·Participating
in a training program
·Performing
authorized work on a Flotilla facility
·Performing
any other authorized off-water mission
SECTION 3: FINAL CREDITS CALCULATION
1. “Dues credits” are earned on a fiscal year basis (October
1 to September 30). The “dues credits” earned by each Flotilla 2-2 member from
Categories A, B and C will be totaled by the FSO-FN and FSO-IS quarterly, with a final count of all earned
“credits” up to and including September 30th.  Final “credit” counts will be done during October
of each fiscal year.
2. For each “dues credit” that a Flotilla 2-2 member has
earned in the fiscal year, the member will receive a one (1) dollar reduction
in dues amount above the base dues for the following year.
3. Based on the ”dues credits”
earned for the current fiscal year, each member of Flotilla 2-2 will be
notified, in writing, by the FSO-FN,
of the amount of dues he/she owes for the following fiscal year during the month of October.
4. Any member of Flotilla 2-2
who does not or refuses to pay the dues calculated and conveyed to him/her by
the FSO-FN, without a legitimate reason or explanation acceptable to the FC and
VFC, may be recommended for dis-enrollment from the Flotilla.
5.  New members’ dues will be calculated as
follows:
a.The
dues for the year in which the new member joins shall be prorated as determined
by the District policy and shall be submitted with the new member’s enrollment
application.
b.The
dues for the fiscal year following the year in which the new member joined
shall be pro-rated as follows:
·Joined
in October, November or December:  needs
to complete a minimum of 55 hours to pay only base dues of $61.00
·Joined
in January, February or March: needs to complete a minimum of 41 hours (75% of
55 hours) to pay only base dues of $61.00
·Joined
in April, May or June:  needs to complete
a minimum of 28 hours (50% of 55 hours) to pay only base dues of $61.00
·Joined
in July, August or September:  no minimum
hours requirement; pays only base dues of $61.00
SECTION 4:  SURPLUS
FUNDS LEFT IN PROGRAM
1.  Any and all surplus funds left over in the
Dues/Incentive Program budget line item will go directly into the Flotilla 2-2
General Checking Account (or other type of account such as savings or
investment as determined by Flotilla 2-2 membership) on December 1st
the following fiscal year, to be administered/spent in accordance with the
Standing Rules of the Flotilla.
SECTION 5:
ADOPTION-AMENDMENTS-REPEAL
1.This Policy was initially
adopted
by the membership of Flotilla 2-2, First Southern District June 19, 2013, and
took effect on the adoption date for Fiscal Year 2013 - 2014 dues cycle, as the
Flotilla 2-2’s Dues & Incentive Policy & Program, until such time which
the Flotilla 2-2’s membership decides to amend or repeal this Flotilla policy.
2.This
Policy will become part of the Flotilla’s Standing Rules and will continue each
fiscal year unless amended or repealed by the Flotilla membership.
3.If
this Policy is repealed, the Flotilla portion of the base dues and the amount
of the Flotilla Boat Fund will still be the fixed amount as stated in this
policy until such time the Flotilla membership decides to pass a motion with a
new dues dollar amount at a regular or special meeting.
